You are a foreigner without registration in Belgium, and you want to request plans in Flanders via the KLIP platform.

To do this, you must be able to log in to the Access and User Management System Flanders, also known as ACM/IDM. This security platform requires two-step authentication and a personal Belgian national identification number — even if you're an EU citizen.
